Position Contingent Upon Award of Contract
Position Purpose:
The Program Manager is a senior leadership role responsible for the strategic direction, execution, and operational performance of nationwide FAA Air Traffic Controller (ATC) training programs. This role oversees more than 2,200 personnel across 250+ locations and ensures the successful delivery of integrated training solutions for the FAA Academy and satellite centers. This position must be based in the Washington, D.C. metropolitan area.
Essential Functions, Responsibilities, and Authorities:
- Provide executive oversight to all training activities under the FAA ATC contract, ensuring delivery meets cost, schedule, quality, and service‑level commitments.
- Lead program strategy development, including resource planning, operational governance, performance metrics, and alignment with enterprise and FAA priorities.
- Direct a team of Program Managers supporting field and academy training operations, fostering cross-functional collaboration across a matrixed organization.
- Establish and maintain strong working relationships with senior FAA leadership, including headquarters, regional offices, training facilities, Academy leadership, TRACON facilities, and ARTCC management.
- Drive program performance through effective controls, risk management, issue resolution, and compliance with contractual and regulatory requirements.
- Champion innovation and continuous improvement initiatives, including integration of emerging technologies, modernization of training methodologies, and enhancements to operational efficiency.
- Oversee annual program budget development, approval, and management, ensuring effective financial stewardship and timely course corrections.
- Ensure consistent administration of personnel performance management, compensation processes, and workforce development programs.
- Lead succession planning and talent development across program teams, identifying high‑potential employees and enabling advancement into roles of increasing responsibility.
- Travel as required.
- Perform additional executive duties as assigned.
MINIMUM EDUCATION:
- Advanced or graduate degree in business management or a related discipline strongly preferred in addition to what is listed below; or Bachelor’s Degree with 20 years of comparable experience to what is listed below.
MINIMUM EXPERIENCE:
- Demonstrated experience leading a service contract or program of similar size, scope, and complexity to the FAA ATC training contract.
- Minimum 15 years of relevant leadership experience in program management. Relevant experience includes, but is not limited to:
- Managing a large geographically diverse workforce
- Program governance
- Managing budget, risk, and issue management
- Multiple project integration management
- Managing resources across multiple projects
- Managing stakeholder communication
KNOWLEDGE, SKILLS, ABILITIES:
- PMP certification required.
- Fluent in English with excellent verbal and written communication skills;
- Excellent organization and time management skills with the ability to prioritize and/or pivot tasks in a fast-paced environment
- Ability to interact professionally with various levels of management in a matrixed environment
- Ability to adapt to changing schedules and high-pressure situations
- Knowledge of management principles and their applications
- Ability to identify complex problems and review related information to develop and evaluate options and implement solutions
- Ability to manage multiple projects under tight timelines and provide status updates, including course redirection, along the way
- Demonstrated agent of change, and skilled at balancing functional/departmental initiatives in tandem with organizational objectives
- Solid knowledge of military standards and specification practices
- Fundamental understanding of earned value management system principles, procedures and practices
- Experience in training leadership positions
- Experience in leading large functional staffs
- Experience in writing training doctrine and strategy
- Experience in joint training operations to include multi-national
- Proficient with Microsoft Office suite or related software, in particular Excel, Word, PowerPoint, Outlook, and Project
