Position Purpose:

The Subcontracts Manager will serve as an agent of the company and will be responsible for liaising and coordinating with all stakeholder organizations to ensure the subcontract management team meets contractual, business development and program management needs. The individual assigned to this position will support new business requirements to include initiating make/buy decision, source selection, issuing request for proposals (RFPs), participating in technical evaluations and development of Basis of Estimate. The Subcontracts Manager will review and negotiate terms and conditions; ensure compliance with appropriate prime contract flow downs, advise management of contractual rights/obligations and means to mitigate contractual/program risks; process, release and manage subcontracts; maintain subcontract files; and work within a cross functional team to administer subcontracts and support internal enterprise system input requirements in accordance with company policies. Serves as primary point of contact for resolution of subcontractor issues; develops and maintains subcontractor relationships; and supports program meetings and financial/operations reviews.

 

Essential Functions and Responsibilities:

  • The scope of responsibilities may include, but is not limited to, the following: front-end engagement in analyzing RFPs, structuring sound business arrangements, developing negotiation strategies, leading subcontract negotiations, providing governance to the program team in carrying out the terms of the subcontract, offering solutions to mitigate contractual/program risks, acting as the official point of contact with the subcontractors and/or customer for all contractual matters, and driving closure to contractual issues..

  • Analyzes supplier quotes/proposals, utilizes source selection techniques (best value, total cost of ownership, etc.), performs cost/price analyses, establishes negotiation objectives/strategies, supports negotiations, and identifies supplier risks/opportunities.

  • Manages supplier performance to cost, delivery/schedule, quality, technical and programmatic/contractual requirements.

  • Develops and executes a sourcing and subcontract program management strategy that addresses overall program capture needs and execution.

  • Manages the quality and timeliness of work assignments within the subcontract team and establishes, as required, policy and procedures related to contract negotiation and administration and subcontract solicitation, award, and administration.

  • Works closely with the Contracts, Proposal and Finance teams, specifically responsible for the accuracy and completeness of Contracts and cost proposals prior to submission to the customer.

  • Ensures appropriate administration of subcontracts after award, including interaction with the subcontractor, review and submission of data deliverables, interpretation of contract requirements and performance monitoring.

  • Directs the preparation of Engineering Change Proposals, Contract Change Proposals, and Advance Change Study Notices.

  • Collaborates with the Purchasing Manager to establish and implement procedures necessary to ensure compliance with terms and conditions of all contracts and major subcontracts.

  • Reviews solicitation and contractual documents to assure contractual/financial risks are identified and mitigated, the contractual rights of the corporation are protected, and EBIT and cash flow opportunities are maximized.

  • Review, approve and execute contractual documents on behalf of the corporation.

 

Other Duties and Responsibilities:

  • Maintains familiarity with on-going technical aspects of the programs assisting subordinates, program management, and technical staff when required.

  • Maintains currency with all aspects of both the prime contracts and subcontracts, including the Statements of Work, System Specifications, Contract Clauses, Special Contract Requirements and all attachments.

  • Reviews and approves correspondence with both the customer and the end- user.

  • Participates in quarterly Program Management Reviews, System Progress Reviews and System Review boards as required.

  • Provide support to front-end strategic assessment of business pursuits, including negotiation strategy.

  • Travels as needed.

  • Performs other duties as assigned.

Knowledge, Skills and Ability:

  • Ability to work with minimum supervision.

  • Ability to maintain detailed documentation of purchasing or contracting transactions.

  • Working knowledge of all aspects of purchase, contract and subcontract initiation and administration.

  • Working knowledge of Federal Acquisition Regulation and its supplements.

  • Strong knowledge of the FAR, DFARS, TINA, CAS, ITAR, etc. and/or equivalent government regulations.

  • Ability to contribute to negotiation strategy.

  • Intimate understanding of contract terms and conditions.

  • Experience administering change management protocols (i.e. tracking requirements, scope creep, customer notifications, and definitization of new work into the contract baseline).

  • Project management and organizational skills.

  • Familiarity with Teaming agreements, Bidders Agreements, and NDAs.

  • Proven ability to solve problems, develop solutions, and assist the business leaders in achieving their financial and performance goals and objectives.

  • Excellent and effective written and verbal communication skills (formal correspondence to customers) with strong analytical, interpersonal, and negotiation skills.

  • Ability to lead and work within a team and to foster teamwork and trust.

  • Capable of multi-tasking and handling several assignments.

  • Ability to research compliance issues, applicable regulations and laws, and formulate recommendations to management.

  • Ability to work in a fast-paced environment independently and with minimal oversight.

 

Education and Formal Training:

  • Bachelor’s degree with emphasis in business administration, management, public administration, law or four years combination of education, experience, and training, in addition to what is listed below.

 

Experience:

  • Ten years of experience in Federal Government (preferably DoD) contract and/or subcontract administration.

  • Three years of experience in Federal Government (preferably DoD) purchasing.

  • Ten or more years of experience in the fields of Contract Management, Negotiations, Program Management or related fields.

  • Three or more years of experience in Contracts Management/Negotiations within the Defense Industry

  • Four years Business Experience in Supply Chain and/or related organization.

  • Familiarity with all contract types (FFP, CPFF, CPIF, CPAF, IDIQ)
