Purpose of Position
The Director, JSE/SCARs is a Subject Matter Expert (SME) that provides critical technical and strategic support to business development and capture teams pursuing opportunities across the DoD simulation, test, and evaluation enterprise. Leveraging deep expertise in the Joint Simulation Environment (JSE) and Simulation Common Architecture Requirements (SCARs), this individual ensures technical credibility, solution integrity, and alignment with government expectations.
This SME acts as a trusted advisor between engineering, capture, and customer communities, providing insight into mission requirements, architecture compliance, and technical differentiators that drive competitive advantage. This role is central to developing winning strategies for proposals and shaping the company’s participation in next-generation modeling, simulation, and test programs.
Tasks and Responsibilities
Capture & Business Development
- Serve as the company’s technical authority for JSE/SCARs-related pursuits and captures, ensuring solution alignment with DoD architecture standards and customer mission needs.
- Partner with capture and proposal teams to develop compelling, technically sound approaches that align with solicitation requirements.
- Contribute to RFI/RFP responses, technical volumes, white papers, and proposal orals, providing authoritative input on JSE/SCARs architectures, integration, and compliance.
- Participate in capture gate reviews, providing technical assessments, risk analyses, and competitive insights.
- Support opportunity identification and qualification within the DoD M&S, test, and digital engineering domains.
Technical Expertise
- Serve as the internal subject matter expert for JSE and SCARs architectures, including their integration within the JSE and associated test environments.
- Translate SCARs and JSE documentation into actionable technical requirements and design strategies for engineering teams.
- Guide solution development to ensure alignment with DoD simulation standards, interoperability requirements, and program-specific constraints.
- Maintain up-to-date awareness of DoD M&S modernization initiatives, including digital engineering, LVC (Live, Virtual, Constructive) integration, and digital twin applications.
Customer Engagement & Stakeholder Interface
- Build and sustain trusted relationships with DoD program offices, test centers, and prime contractors engaged in simulation and test infrastructure programs.
- Represent the company at technical exchanges, industry days, and government workshops, articulating the company’s capabilities and technical vision.
- Act as a liaison between internal stakeholders and external customers, ensuring technical solutions align with mission objectives and operational realities.
Strategic Insight & Organizational Leadership
- Advise leadership on DoD simulation market trends, capability gaps, and emerging requirements, particularly within the JSE and SCARs ecosystem.
- Support the development of teaming strategies and partnerships with other defense contractors and technology providers.
- Provide input to corporate technology roadmaps and IRAD planning to align internal investments with future customer needs.
Minimum Education
- No Minimum Education Required.
Minimum Experience
- 10+ years of experience supporting DoD programs in modeling & simulation, test, or systems engineering environments required.
- Demonstrated expertise in JSE, SCARs, or related simulation/test architectures required.
- Proven record supporting capture, proposal development, or business development efforts for DoD customers required
- Experience with Joint or Service-level test environments, such as JSE, AFTC, NAWC, or M&S integration programs desired.
Knowledge, Skills, Abilities
- Active DoD Secret clearance (Top Secret/SCI preferred) or the ability to obtain and maintain a clearance required.
- Strong understanding of DoD acquisition processes, RDT&E environments, and integration/test workflows required.
- Exceptional communication skills, with the ability to translate complex technical concepts for executive, customer, and non-technical audiences required.
- Prior roles in systems architecture, test engineering, or M&S system integration within a defense context desired.
- Familiarity with digital engineering, LVC systems, and enterprise interoperability standards desired.
- Capture management or proposal training (Shipley or equivalent) desired.
