Position Purpose:

The Labor Relations Manager is responsible for providing labor relations support to FlightSafety Services Corporation (FSSC). The incumbent plans, implements, and manages FSSC’s Labor Relations policy to ensure effective strategies and advocacy for the company. The incumbent negotiates collective bargaining agreements with labor unions.


The Labor Relations Manager will work as a team member with Program Managers, the Teammate Resources Department, the Finance Department, and the Legal Department.  The incumbent must also be able to work independently, providing result driven solutions to meet the program management goals of the company.  The incumbent will also take the lead in resolving grievances filed by bargaining unit employees.


Essential Functions and Responsibilities:

  • Provides proactive Labor Relations support to all FSSC programs.
  • Negotiates collective bargaining agreements with labor organizations, including travel to work locations.
  • Establishes and maintains satisfactory labor-management relations at all levels, interprets the collective bargaining agreements, administers grievance procedures including arbitrations, and assists all levels of management and personnel on labor matters to ensure compliance with collective bargaining agreements and applicable laws and regulations.
  • Analyzes collective bargaining agreements to develop interpretation of intent, spirit, and terms of contract to ensure proper compliance and competitive positioning for negotiations; includes preparation of statistical reports, using records of disputes and related labor relations activities to develop strategic bargaining proposals and proactive solutions to recurring issues and challenges.
  • Provides management with interpretations and communication of changes in collective bargaining agreement wages, prevailing wage information, employee benefits, healthcare benefits, union practices, and contractual terms and guidance on potential legal and business risks, brainstorms solutions to complicated situations, researches and resolves certain contractual disputes and obligations.
  • Develops, recommends, and communicates general and specific labor relations strategies throughout the company.
  • Ensures compliance with federal, state, and local employment and labor laws.
  • Develops and implements specific education and training curricula to ensure program managers and site managers have the knowledge and tools necessary to effectively and confidently manage their workforce.
  • Responsible for daily interface with business leaders, program managers, site managers, and supervisors to provide proactive advice and support, over the full spectrum of labor-management relations and human resources subjects.
  • Actively participates in management meetings, providing guidance to business leaders, program managers, and site managers and recommends performance management actions.
  • Ensures company policies are administered fairly and consistently for compliance, internal equity and application.
  • Upon authorization of the legal department, assists the Teammate Resources department in the conduct of investigations to include overview of situation, plan of action, interviews with teammates, summarization of situation, discussion with management team, recommendation and implementation of next steps.
  • Regularly discusses plans for training and improvement with Teammate Resources, company President, program managers, site managers, and supervisors.
  • Supports business units regarding the performance management cycle, to include related training and, assisting with goal setting, performance reviews, development planning and merit actions, promotions and, talent reviews as necessary.
  • Works with managers on development needs for their teammates to effectively support organizational objectives.
  • Acts as liaison between all business unit personnel and the appropriate corporate office(s) to resolve any issues related to payroll, taxes, etc. for unionized employees.


Knowledge, Skills and Ability:

  • Knowledgeable about the National Labor Relations Act, the National labor Relations Board, and the concepts, practices and procedures of the Labor Relations field.
  • Knowledgeable about federal and state labor, employment and wage/hour laws, rules and regulations.
  • Ability to analyze labor relations issues and develop strategic solutions.
  • Strong contract analysis and interpretation abilities.
  • Ability to interface with a variety of skill levels from company management to shop workers and labor representatives.
  • Strong customer service skills.
  • Self-motivated team player.
  • Strong multi-tasking abilities.
  • Attention to detail and accuracy.
  • Excellent communication skills, both written and oral.
  • Fluency in English through both verbal and written communications; able to speak, understand, read and write.

Education and Formal Training:

  • Bachelor's degree in related discipline.
  • Minimum of five years previous Labor Relations experience in negotiating collective bargaining agreements.
  • Experience negotiating collective bargaining agreements for work under government contracts covered by the Service Contract Act.



  • 7-10 years progressive experience negotiating collective bargaining agreements for employees working on U.S. government contracts.
  • Related Professional Certification or Master’s Degree in related discipline preferred.
  • Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) Certification preferred.
